How much rust is there? If the other stuff is newish has a bunch of miles in it, then it might be worth it to spend the $3k on the next 50k miles in this car. There's also the consideration of what major something may go wrong with the car soon. Some of those features may be desirable from OP's point of view (safety features, power) and some may not (the current Civic is considerably larger than OP's, etc.).
